Keynote: The Governance of Technological Uncertainty: Predicting Disasters and the Neoliberal Logic of Anticipation.

By Dr. Federica Buongiorno (Università degli Studi di Firenze (Italy))

AI models and predictive algorithms follow a logic of governing uncertainty. As ICTs have expanded, technological research has increasingly treated uncertainty as unavoidable, developing mathematical models to manage it for profit. This essay examines how philosophy has supported and challenged this rationalizing logic. Tracing conceptions of uncertainty and catastrophe from Voltaire and Rousseau to Husserl, Stiegler, and Hui, it develops a critical interpretation of algorithmic intelligence centered on Stiegler’s notions of de-automatization and de-proletarianization.
